What self-monitoring does the operator of a permitted plant owe?
On the authority's order the operator must have emissions and ambient impacts measured by a notified body, for certain installations repeatedly and at set intervals, and must submit the results. Installations with continuous measurement transmit the evaluations as the ordinance prescribes, and the operator appoints an immission control officer where required. Disturbances of normal operation that may cause danger must be reported without delay, and missing monitoring is itself a breach.
