Talerätt vid överklagande av startbesked ----- En kommunal nämnd gav startbesked för uppförande av en bygglovsbefriad komplementbyggnad. En granne, som bl.a. hävdade att byggnadens placering innebar en betydande olägenhet för honom, gavs klagorätt eftersom startbeskedet bedömdes angå grannens civila rättigheter i den mening som avses i artikel 6 Europakonventionen.
