Miljösanktionsavgift ----- Ett företag demonterade och sålde ett antal kylaggregat som hade avhämtats före halvårsskiftet. Någon kontroll och inrapportering enligt köldmediekungörelsen gjordes inte och företaget blev därför förelagt att betala miljösanktionsavgift. Miljööverdomstolen fann att författningstexten inte gav klar vägledning när det gällde vem som var rapporteringsskyldig i en sådan situation. Med hänvisning till legalitetsprincipen undanröjdes därför beslutet om miljösanktionsavgift.
