Who counts as a producer under the French packaging EPR scheme?

A producer is any person who, in the course of business, places packaged products on the French market, including a distance seller established outside France who supplies a user in France. The producer joins an approved producer responsibility organisation or runs an approved individual scheme, registers with ADEME and obtains a unique identifier, pays a contribution modulated by eco-design criteria and declares the quantities placed on the market. A producer established outside France appoints an authorised representative, and failure to register or contribute carries an administrative fine.
