Överlåtelse av tillstånd att använda radiosändare i vissa frekvensband från flera bolag till ett av bolagen samägt bolag har inte ansetts inverka menligt på konkurrensen. Vid beslut om överlåtelse av sådana tillstånd har Post- och telestyrelsen en skyldighet att utreda ärendet i den utsträckning som dess beskaffenhet kräver. Post- och telestyrelsens användning av en konkurrensrättslig analysram har gjort det möjligt för myndigheten att dra slutsatser om hur konkurrensen påverkas av överlåtelsen.
