En utlänning har beviljats uppehållstillstånd för arbete men p.g.a. försenad projektstart utnyttjades aldrig tillståndet och denne reste aldrig in i Sverige. Den ansökan om arbets- och uppehållstillstånd som därefter gjordes från hemlandet kan inte anses avse en ansökan om förlängning av det tidigare tillståndet utan en ny ansökan. Särskilda skäl finns för att bevilja ytterligare tidsbegränsat tillstånd så att den sammanlagda tillståndstiden blir längre än fyra år.
