When does a Norwegian business need a discharge permit?

No one may pollute unless it is permitted by statute, regulation or an individual permit from the pollution authority, so an activity liable to cause pollution must apply before it starts. The county governor or the Environment Agency sets conditions on emission limits, monitoring, reporting and financial security, and the permit may be amended or withdrawn. Some sectors are instead governed by the Pollution Regulations, where a notification to the authority replaces the application as long as those requirements are met.
