Om något av villkoren i 15 eller 19 § upphör att vara uppfyllt inom 12 månader från det att varan ankom till det EU- land som den sändes eller transporterades till, ska en överföring av varan anses ske enligt 12 § vid den tidpunkt då villkoret inte längre är uppfyllt.
