Faktura får utfärdas av förvärvaren om det finns
1. ett i förväg träffat avtal om detta mellan leverantören eller tillhandahållaren och förvärvaren, och
2. ett förfarande för leverantörens eller tillhandahållarens godkännande av varje faktura.
