Varje beskattningsbar person ska se till att en faktura utfärdas av den beskattningsbara personen själv eller i den beskattningsbara personens namn och för dennes räkning av förvärvaren eller en tredje person, för betalningar i förskott eller a conto som gjorts till den beskattningsbara personen för en sådan leverans eller ett sådant tillhandahållande som avses i 10 eller 11 §.
Faktura behöver dock inte utfärdas för betalningar i förskott eller a conto för leveranser eller tillhandahållanden som avses i 12 § eller 10 kap. 42 §.
