Om den som vill få återbetalning är eller ska vara registrerad för mervärdesskatt enligt 7 kap. 1 § första stycket 3-5 skatteförfarandelagen (2011:1244), ska ansökan om återbetalning av ingående skatt göras hos Skatteverket.
