Från skatteplikt undantas tillhandahållande av tjänster, om
1. tillhandahållandet görs av förmedlare som handlar för någon annans räkning i dennes namn, och
2. tjänsten avser sådana leveranser av varor eller tillhandahållanden av tjänster som
a) är undantagna från skatteplikt enligt någon av 64-68 §§ eller 96 §, eller
b) anses gjorda utanför EU.
