Can an administrative act be withdrawn even after it was issued?
An unlawful administrative act can be withdrawn in whole or in part even after it has become final, as far as reliance on its continued validity is not protected. For beneficial acts withdrawal is possible only under narrower conditions, and any loss caused by reliance is as a rule to be compensated.
