Enligt MÖD var tolkningen av begreppet närområde beroende av vilken typ av miljöpåverkan som transporterna gav upphov till varvid en genomgång gjordes av de olika emissionerna och dessas olika utbredningsområden. Den närmare avgränsningen av området borde i detta fall ske efter samråd mellan bolaget och tillsynsmyndigheten. MÖD ändrade endast lydelsen av föreläggandet.
