What is a preliminary planning decision?
A binding decision from the building committee on whether a measure can be allowed at a given location. It binds the committee for two years from the date it became final.

- Chapter 9 section 18: the decision binds where a permit application is made within two years of it becoming final.
- Chapter 9 section 39: preliminary decisions are announced in the same way as permits.
