When may a Swedish public authority make a direct award?
A direct award may be used where the value falls below the direct award threshold set out in the Public Procurement Act, and in certain specific situations such as extreme urgency caused by events the authority could not foresee. The value is calculated on the authority's total purchases of the same kind during the financial year, not on the individual purchase. The authority must have guidelines for direct awards and document purchases above the amount stated in the Act.
