Den bestämmelse i 3 § fjärde stycket lagen (1984:1052) om statlig fastighetsskatt som medger nedsättning av fastighetsskatt när en för uthyrning avsedd lägenhet inte har kunnat hyras ut har inte ansetts begränsad till vissa slags uthyrningshinder (eldsvåda o.d.). Nedsättning har följaktligen medgetts när en fastighetsägare på grund av bristande efterfrågan på hyresmarknaden inte har lyckats hyra ut vissa lägenheter.
