The chain of evidence

Every row in the bundle carries its own content hash, and the bundle carries a hash across the rows in a fixed order. The JSON file also carries a receipt hash over delivery code, version and bundle hash, so you can prove that the file is exactly the version that was paid for. When the EU changes the rules the version is raised, and the difference shows in the hash.
