The timeline
The hard part of EU law is rarely what applies, but when. Entry into force and application are two different things, and several acts arrive in stages. This page gathers the dates that drive planning and links to the act behind each line.

The AI Act in stages
- Prohibited practices and the AI literacy duty applied first, six months after entry into force.
- The rules for general-purpose AI models followed twelve months after entry into force, with a transition for models already on the market.
- High-risk rules apply in two steps, depending on whether the system sits in Annex III or is a safety component under sectoral rules.
The other acts
- The Data Act and the Data Governance Act apply in full and govern sharing, portability and cloud switching.
- NIS2 is transposed nationally and DORA applies directly to the financial sector, with reporting deadlines in hours, not days.
- Sustainability reporting phases in by company size, and the DSA and DMA already apply to platforms and gatekeepers.
Keeping the dates current
- Every act in the register carries a reading date and a freshness index, so you can see how recently the line was checked.
- The change log lists every re-reading in order and can be followed as a file.
- The freshness file in the open machine layer gives the same thing as data, no key: /api/public/v1/open/eu/freshness.
The NovaCopilot models
The decision model
In: A role, a legal act and the situation in plain words.
Out: The obligations that reach the role, the article behind them and what remains.
When: When the question is whether a requirement applies to you, and why.
The difference model
In: A checksum already used and the date of the last reading.
Out: What changed since then: checksum, reading date, passed deadline and rows to revisit.
When: When earlier work is reused and has to be checked first.
The obligation model
In: A legal act or an article, with or without a role filter.
Out: The obligation in the register's wording, the role it reaches, canonical address and reading date.
When: When the answer has to be citable article by article.
Example for an agent
curl -s "https://legal.exploreworldai.com/novacopilot/eu-tidslinje?format=agent"- canonical, the address to cite
- node_hash, the checksum for the next comparison
- corpus_version, the corpus version that answered
- freshness.read_at, the reading date of the row
- freshness.next_check, when a new check is reasonable
- citation.string, the finished citation
- agent.receipt, the receipt of the call, without a key

FAQ
- What is the difference between entry into force and application?
- Entry into force makes the act binding Union law. The application date is when the obligations can actually be enforced. One to three years often sit between them.
- How do I know these dates are right?
- Every line carries a reading date and a hash. The EU layer was last re-read on 2026-08-31. If a line is wrong it shows in the change log at the next re-reading.
- Can I fetch the timeline as data?
- The acts and their reading dates are in the open machine layer today. Deadlines as their own field is a surface we can add without changing the contract.
