Short answer
What does GDPR Article 6 require, and what outcome does the rule tree give?
GDPR Article 6 is tested here by a deterministic rule tree of 4 rules, built from the article's own conditions. The tree reads your facts and names the outcome that applies, starting with No legal basis is relied on, carrying paragraph citation, content hash and read date 2026-08-18 against CELEX 32016R0679. The outcome is a machine classification, not a compliance decision.

- No legal basis is relied on. The processing is not lawful. Article 6(1) requires at least one of points (a) to (f) to apply.
- Legitimate interests are not available. Article 6(1)(f) does not apply to processing carried out by public authorities in the performance of their tasks. Another basis must be chosen.
- The balancing test is missing. Article 6(1)(f) presupposes a balance against the data subject's interests and rights. Without a documented balance the basis does not hold.
