En 81-årig man med grav synskada har ansetts ha ett sådant stort och varaktigt funktionshinder som avses i 1 § 3 lagen (1993:387) om stöd och service till vissa funktionshindrade. Funktionshindret har dock inte ansetts förorsaka sådana betydande svårigheter i hans dagliga livsföring som förutsätts i bestämmelsen. Det härmed sammanhängande behovet av stöd och service har inte heller ansetts omfattande. Då inte samtliga krav enligt bestämmelsen varit uppfyllda har han inte ansetts höra till lagens personkrets.
