Den ene av två makar med minderåriga barn ansökte om bistånd enligt 6 § socialtjänstlagen för sig och barnen. Biståndet har vägrats med hänvisning till att andre maken inte hade stått till arbetsmarknadens förfogande och därigenom hade underlåtit att försöka fullgöra sin underhållsskyldighet mot familjen.
