Avloppsvatten skall avledas och renas eller tas om hand på något annat sätt så att olägenhet för människors hälsa eller miljön inte uppkommer. För detta ändamål skall lämpliga avloppsanordningar eller andra inrättningar utföras.
Regeringen får föreskriva att det skall vara förbjudet att utan tillstånd eller innan anmälan har gjorts inrätta eller ändra sådana avloppsanordningar eller andra inrättningar.
Regeringen får överlåta åt kommunerna att meddela föreskrifter enligt andra stycket.
