Har tidigare ägare av en fastighet eller tidigare tomträttshavare i denna egenskap kunnat föreläggas att avhjälpa skada eller olägenhet som uppstått vid deras användning av en fastighet eller en byggnad, anläggning eller anordning på annans mark enligt 7, 8, 11 eller 12 kap., får en tillsynsmyndighet ge ett sådant föreläggande mot en ny ägare eller tomträttshavare, om det är skäligt.
