Bestämmelserna i kapitlet avser
1. avfall och när avfall upphör att vara avfall,
2. hur avfall ska förebyggas och hanteras,
3. ansvar för hanteringen av avfall,
4. producentens och producentansvarsorganisationens ansvar,
5. förbud mot viss hantering av avfall,
6. avfallsplaner och avfallsförebyggande program,
7. ytterligare föreskrifter om avfallsförebyggande åtgärder och avfallshantering, och
8. ekonomisk säkerhet och andra kostnader. Lag (2026:507).
