Med EU eller EU-land avses de territorier som tillhör en medlemsstat enligt artikel 52 i fördraget om Europeiska unionen och artikel 355 i fördraget om Europeiska unionens funktionssätt, med undantag för de territorier som anges i 22 §.
Furstendömet Monaco, Isle of Man och Förenade kungarikets suveräna basområden Akrotiri och Dhekelia likställs med EU eller EU-land.
