Med telekommunikationstjänster avses tjänster för
1. överföring, sändning eller mottagning av signaler, text, bilder och ljud eller information i övrigt via tråd, radio eller optiska eller andra elektromagnetiska medel, eller
2. överlåtelse eller upplåtelse av en rättighet att utnyttja kapacitet för sådan överföring, sändning eller mottagning, inbegripet tillhandahållande av tillgång till globala informationsnät.
