I detta kapitel finns bestämmelser om
- tillämpningsområde för bestämmelserna i kapitlet (3 §)
- vem som ska anses som en beskattningsbar person som inte är etablerad inom landet (4 §),
- leverans av varor och tillhandahållande av tjänster (5-16 §§ ),
- unionsinternt förvärv av varor (17 §),
- import av varor (18-22 §§), och
- felaktigt debiterad mervärdesskatt (23 §).
