Om det utöver förbud enligt 8 kap. 1 och 2 §§ eller förbud och begränsningar enligt jakt- och fiskelagstiftningen behövs särskilt skydd för en djur- eller växtart inom ett visst område, får länsstyrelsen eller kommunen meddela föreskrifter som inskränker rätten till jakt eller fiske eller allmänhetens eller markägarens rätt att uppehålla sig inom området.
