Ett åtgärdsprogram som avses i 7 § ska fastställas av regeringen eller den myndighet eller kommun som regeringen bestämmer. Om det behövs får regeringen bestämma att ett åtgärdsprogram ska fastställas av flera myndigheter eller kommuner.
Ett åtgärdsprogram som ska fastställas av en kommun ska beslutas av kommunfullmäktige.
Åtgärdsprogrammet ska skickas till de myndigheter som regeringen bestämmer.
Med kommun avses i denna paragraf även kommunalförbund. Lag (2018:1407).
