En ansökan om prövning som avses i 10 § får göras av
1. tillståndshavaren, eller
2. Havs- och vattenmyndigheten eller länsstyrelsen, om tillståndshavaren inte har gjort det som krävs enligt 11 kap. 27 § och inte har följt ett föreläggande att ansöka om en sådan prövning. Lag (2024:963).
