Den som för första gången släpper ut ett ämne eller föremål som har upphört att vara avfall på marknaden ska se till att ämnet eller föremålet uppfyller tillämpliga krav i lag eller annan författning.
Om ett sådant ämne eller föremål används utan att ha släppts ut på marknaden, ska i stället den som för första gången använder ämnet eller föremålet se till att det uppfyller kraven. Lag (2026:507).
