En avfallsproducent är ansvarig för all hantering av det kommunala avfall som har producerats i
1. en detaljhandel, med undantag för torghandel, eller
2. en yrkesmässig verksamhet, om avfallet består av
a) förbrukat matfett, eller
b) förbrukat kontorspapper och returpapper.
Första stycket 1 gäller inte för det avfall som omfattas av ett system för utökat producentansvar för avfallshantering. Lag (2026:507).
