Det ska finnas en nationell plan för de prövningar som avses i 27 §. Planen ska ange en nationell helhetssyn i fråga om att verksamheterna ska förses med moderna miljövillkor på ett samordnat sätt med största möjliga nytta för vattenmiljön och för nationell effektiv tillgång till vattenkraftsel. Planen ska beslutas av regeringen. Lag (2018:1407).
