Vid unionsinternt förvärv av varor utgörs beskattningsunderlaget av ersättningen och punktskatt som förvärvaren påförts i ett annat EU-land, om inte annat följer av 17 §.
Första stycket gäller dock inte överföring av varor från ett annat EU-land.
