Vid tillhandahållande av bygg- och anläggningstjänster och leverans av varor i samband med tillhandahållande av sådana tjänster inträffar den beskattningsgrundande händelsen när faktura har utfärdats. Om det inte har utfärdats någon faktura när betalning tas emot eller om faktura inte har utfärdats inom den tid som anges i 17 kap. 16 §, inträffar den beskattningsgrundande händelsen dock enligt 4 eller 7 §.
