Den som tillämpar de allmänna bestämmelserna i 14 § i fråga om redovisning av utgående skatt kan inte övergå till att tillämpa bestämmelserna i 16 § utan att först ansöka om detta hos Skatteverket. Om det finns särskilda skäl ska Skatteverket besluta om att utgående skatt får redovisas enligt 16 §.
