De tjänster som anges i 59 § är tillhandahållna utomlands, om
1. tjänsterna tillhandahålls någon som inte är en beskattningsbar person, och
2. förvärvaren är etablerad, är bosatt eller stadigvarande vistas utanför EU.
Tjänster som anses vara tillhandahållna utomlands enligt första stycket anses dock tillhandahållna inom landet, om de faktiskt används och utnyttjas i Sverige.
