Bestämmelserna i 4 § tillämpas inte om det skulle leda till betydande snedvridning av konkurrensen.
Omhändertagande och förstöring av avfall och föroreningar samt avloppsrening är att anse som ekonomisk verksamhet även i sådana fall som avses i 4 §, när åtgärderna utförs mot ersättning.
