Skatteverket ska besluta om frivillig beskattning enligt 12 § bara om
1. det finns särskilda skäl,
2. den sökande har för avsikt att använda fastigheten för sådan uthyrning eller upplåtelse som avses i 5 eller 6 §, och
3. det är lämpligt med hänsyn till den sökandes personliga eller ekonomiska förhållanden och omständigheterna i övrigt.
