Som upplagshavare får den godkännas som med hänsyn till sina ekonomiska förhållanden och omständigheterna i övrigt är lämplig som upplagshavare och som i egenskap av beskattningsbar person i större omfattning lagrar sådana varor som avses i 2 § 3.
Upplagshavarens lagring av varor ska äga rum i godkänt skatteupplag.
