- vad som avses med skatteupplag (2 §),
- varor i skatteupplag (3 §),
- undantag från skatteplikt (4 och 5 §§),
- när mervärdesskatt ska tas ut (6 §),

- vad mervärdesskatten ska motsvara (8 §),
- ingående skatt (9 §), och
- godkännande av upplagshavare och skatteupplag (10 och 11 §§ ).
