   Under the agency's reading of 31 CFR 501, an entity owned 50 percent or more, directly or indirectly, by one or more listed persons is treated as blocked even when the entity itself is not listed.

   The comprehensive programs in 31 CFR 515, 560, 510, 542 and 589 prohibit the transactions stated there absent a licence. Exemptions and licences appear in each part.

   31 CFR 501.601 requires records of transactions to be kept for five years. Without documented screening the relationship to the lists in 31 CFR 501 cannot be determined.
