   31 CFR 501 and the individual sanctions programs block property and interests in property of a listed person and prohibit transactions with that person absent a licence. Blocked property is reported under 31 CFR 501.603.

   Under the agency's reading of 31 CFR 501, an entity owned 50 percent or more, directly or indirectly, by one or more listed persons is treated as blocked even when the entity itself is not listed.
