Who is an obligated producer under UK packaging extended producer responsibility?

An organisation is obligated when it supplies or imports packaging, has an annual turnover of £1 million or more and handles more than 25 tonnes of packaging in the relevant year; between £1 million and £2 million turnover, or 25 to 50 tonnes, it is a small producer with reporting duties only. Large producers must register with the regulator, report packaging data twice a year, pay disposal cost fees to the scheme administrator and meet recycling obligations by acquiring packaging waste recycling notes. Nationwide producers must also report the nation the packaging was supplied in, and failure to register or report can lead to a civil sanction or prosecution.
