What monitoring must a UK permit holder carry out itself?

The permit sets the monitoring the operator must carry out: what to measure, where, how often, by which method and how results are recorded and reported to the regulator. Emissions monitoring for installations must follow the MCERTS performance standards, using certified instruments and accredited laboratories, and results are returned on the schedule in the permit. The operator must keep records available for inspection and notify the regulator without delay of any breach, malfunction or incident that may affect the environment, and failing to monitor is itself a breach of the permit condition.
