When must an online service check the age of its users in the UK?

A service likely to be accessed by children must assess that risk and use age assurance that is highly effective where it wishes to keep children away from harmful content. A service publishing or allowing pornography must use highly effective age verification or estimation to prevent children from encountering it. Ofcom's codes set out which methods can meet that standard and self-declaration of age does not.
