   15 CFR 734.13(b) treats a release of technology or source code to a foreign national in the United States as an export to that person's home country.

   15 CFR 736.2 states the general prohibitions and 15 CFR 740 states the exceptions that may apply. The requirement follows from the Commerce Control List entry and the country chart in 15 CFR 738.
