Staten, kommuner, regioner och kommunalförbund behöver dock inte ställa säkerhet.\n\nKravet på säkerhet gäller inte de delar av verksamheten som omfattas av kravet i 15 kap. 59 § på säkerhet vid utvinningsverksamhet.
